Step one: Is for a congressmen to introduce the Bill and for them to read it out-loud at a meeting
Step two: Is for the Bill to be sent to a committee and committee decides whether they want to have the pass the Bill, change it, or kill it (which is pigeon holding).
Step three: This is were the congressman argue it. House gets it than the Senate joins. If the Senators don't like it than they cant Filibuster it, or talk it to death. This can go on for however long is needed to settle it.
Step four: This is the voting stage. But for a vote to be taken a quorum, minimum amount of people, must be there.
Step five: Vote fix the differences and vote with the committees.
Step six: The House and The Senate vote again.
Step seven: The President time to now decide whether it becomes a law or not. He can either sign it or veto it.
Step eight: This is where 2/3 vote comes in, if it is vetoed the congress can get 2/3 vote and override the veto.
